My 9600 couldn't run WoW more than 15 FPS outside of cities at lowest settings 2 years ago, So don't count on that.
What is your current graphic card?

Ping has due to with internet and FPS has to due with your computing performance I think.
If this is windows XP, I would disable QOS in the services.msc (start... run.. type services.msc)

Its most definitely hardware related, as in your computer hardware. You should never pull 9fps ingame.

As said before it could also be because of file fragmentation if you're sure it worked 2 weeks before. Steam is downloading stuff (and very much TF 2 updates) all the time so this means you could have that problem.
Try running your windows defragmentation app and those in Steam that relate to your Orange Box games (as for example TF2 and the HL 2 games, because the archive files of those games may also be fragmented in themselves) by right-clicking on the game, selecting properties, going to the 'local files' tab and selecting defragment cache files (if any fragmentation is shown above).
As osaeed2k9 said, he might find something in your Hijackthis log if you ran into some nasty software lately.

post the hijackthis log and also run memtest 86 and do a single pass.. like just run it for 5 mins or 10mins and see if it found any errors in your memory.
I want to make sure your ram, videocard, are functioning properly as KM said it could be a hardware issue.

The video card memory test detected my 7600gt ram modules and i then had to replace my video card. Very useful tool.
