Is Team Deathmatch ever going to be implemented or is the mod just gonna remain free-for-all deathmatch?

Every mode present in the original (and some that weren't) will make it into the mod at some point.

well if i remember correctly it wasn't meant to be available in beta 1 but someone worked out a way of getting it to work on certain maps which had the team spawnpoints.

Yes, it wasen't fully implemented yet in Beta 1.0.
