[ISSUE] game or sdk base 2007 will not start

I have uninstalled sdk base 2007 and reinstalled it multipile times and it doesn't seem to work I get this error message when I run either the game or sdk http://imgur.com/a/z1Hpi I don't know what else to do

UPDATE same thing happens when I run the sdk base 2006

You are not running steam or you are running a counterfeit version of steam.

im am running them through steam and no its not counterfit I got it from there website

UPDATE: IT WORKS!!!! I guess there was some missing files or something but doing that worked
