Damn it, Does this mean my gfx card is dying or something...? Because i was definitely getting decent fps in tf2 about 2 weeks ago.. I have an older "xtacy 9600" that i could put in.. I am disappoint.

My 9600 couldn't run WoW more than 15 FPS outside of cities at lowest settings 2 years ago, So don't count on that.
What is your current graphic card?

Ping has due to with internet and FPS has to due with your computing performance I think.

If this is windows XP, I would disable QOS in the services.msc   (start... run.. type services.msc)

Do me  a favor and run  Hijackthis  send me the log.

Its most definitely hardware related, as in your computer hardware. You should never pull 9fps ingame.

As said before it could also be because of file fragmentation if you're sure it worked 2 weeks before. Steam is downloading stuff (and very much TF 2 updates) all the time so this means you could have that problem.

Try running your windows defragmentation app and those in Steam that relate to your Orange Box games (as for example TF2 and the HL 2 games, because the archive files of those games may also be fragmented in themselves) by right-clicking on the game, selecting properties, going to the 'local files' tab and selecting defragment cache files (if any fragmentation is shown above).

As osaeed2k9 said, he might find something in your Hijackthis log if you ran into some nasty software lately.

post the hijackthis log and also run memtest 86 and do a single pass.. like just run it for 5 mins or 10mins and see if it found any errors in your memory.

I want to make sure your ram, videocard, are functioning properly as KM said it could be a hardware issue.

Memory test- http://www.memtest86.com/

Video card memory test- http://www.technibble.com/repair-tool-of-the-week-video-memory-stress-test/

The video card memory test detected my 7600gt ram modules and i then had to replace my video card. Very useful tool.

I recommend passing the full test though, But that's up to you. Takes around 45 minutes, 60 max.

Ok so all of those memtest downloads are linux. even the .iso for windows..

For the memtest, Try this.
http://www.hirensbootcd.net/download.html?ver=11.1
Burn it to a CD and set boot priorities to your CD player in BIOS, It should work.
Use this in last resort if you can't find no windows mirrors at all.

Hey Sp1nn3y, you can try this as well:

http://www.4shared.com/file/DOyweye7/memtest86-410usbinstaller.html

You can install this right on your thumb drive and set the boot priority in BIOS.  You should run it for at least an hour.

Furmark v.1.8.2 is also a great program for benchmarking / stability testing your GPU.

Hope that helps.

Scanning your Hijack log, it looks clean except two things..

One is, Protexis licensing service is running as a process, which can make your comp run shit.

Here read this article

http://www.mydigitallife.info/2009/07/19/how-to-disable-and-uninstall-protexis-licensing-service-psiservice-exe/

Take a look at the 2nd and 3rd paragraph.

Becareful with registry shit... make a backup first.

Also, I see you have Itunes installed, and that stupid ass Bonjour gets installed. I just uninstall Bonjour since it takes a bit of resources or you can just disable it on startup.

THIS SearchFilterHost.exe.... go in taskmanager and check and see if that process is taking up a shit load of resources

Actually you should take a look at the taskmanager and see what is hogging your system. After booting, leave the pc a bit and wait until everything has booted up. Load up the taskmanager and monitor the cpu and memory levels. If the cpu stays 20% or higher all the time, something like malware is present.

also, I would try is, DISABLE EVERYTHING IN STARTUP. Sorry for the caps lol. Just making it appear more visible.

I want to see after you disable everything in startup entries, if shit runs faster or same shit.

Let us know man.

AGP cards are getting expensive.
I've been checking on newegg and a decent one would cost you around 50-60$.

http://www.newegg.com/Product/Product.aspx?Item=N82E16814102814&cm_re=AGP-_-14-102-814-_-Product
This should do it if you have the budget. Used to run a 2600HD on my old PC and it was doing a great job on Source games.

If you have both slots you should definitively go for PCI Express, since it's faster, cheaper and more cards are available.

Knowing the rest of your system would also help, since it doesn't make sense to have a top-notch gaphics card if your CPU is slowing it anyway, so that information is needed to find a good balance between price and estimated performance. Your OS was Windows 7, right?
(-> XP doesn't support higher Direct X than 9, so if it was XP you wouldn't have to bother looking for a card that does 10 or 11)

His PC has Vista installed if my memory is correct.
Vista supports 10, But I am unsure if it supports 11.
