I've heard of this issue before and I believe it's trying to run the refresh rate at a higher or lower rate then your monitor accepts. Try this:
Open up Dxdiag - Start>Run and type in dxdiag. (click yes to the message that might pop up befor the dxdiag window opens)
Select the 'More Help' tab, and click the 'Override' button
A Menu will pop up, select 'Override Value' and set the refresh rate to what your monitor can handle -- Mine personally is set at 85. If your not sure what your monitor's refreash rate is, put it at 60, Since all monitors can run at 60hz.
If this doesn't work, I'm not sure what the issue is. Wait for someone else to reply with a fix. Hope it works.
