lol. Joseph Lieberman is an old pice of shit. Probably the most idealogical senator next to Obama (when he was a senator).

"Right now China, its government, can disconnect parts of its Internet in case of war, and we need to have that here, too."

I think this quote says it all. Any sentence I see the words "China has this" my brain shuts off because I know its a bad idea and/or anti-american.

Well, I don't know what's exactly going on in America, but I saw a clip from State of the Union by CNN and it seems not as threatening as the title suggests. Basically it seems to be a good idea to have the possibility to protect a country's own economy branches like banks from an outside attack. I guess the problem here is: the economy could do that for itself and even if the country was sealed off, one could still try to cause trouble from the inside. Anyway, I don't exactly see why people would think freedom of speech would be in trouble then, if that was the only thing they did and one could verify it. But I guess the if here is just the point of China having such a method after all :- /

What's wrong with politicians anyways? Here in Germany they used to talk about internet censorship as well (the topic here was child pornography) and the idea was that they would have you redirected to a stop sign telling you the site you tried to access was blocked. Again, you couldn't really tell what the content of the site would have been and this method would have given away much power, which also could be used to ban sites they just wouldn't want people to read.
