Golden Eye Source Saying game unavailable

I have followed directions many times. I can't seem to get the game working. It says game unavailable please try back another time. I have uninstalled and reinstalled the full install as well as SDK TOOLs - the orange box numerous times. I have done everything as instructed on the wiki page. also I have patched to 3.1.4 even thought I have the 3.1.4.exe full installer. I have had people walk me through installations on vent and still same message.
