Im trying to set up a game for my friends to play but we cant find my server after i make it. What am i doing wrong?

After starting server, run these commands.
sv_lan 0
changemap ge_MAPNAME (put map name there)
Also make sure if your on a router, to forward port 27015 (I suggest 27010-27020)

Where do i type this in? I assume in the console but when i press ~ nothing comes up. Also, how do i do this port fowarding? Ive never done this before. I usually just start a server and its there.
