Title: How do I enable the console?

I've tried -console and con_enable 1 in the launch options but ~ doesn't open the console. I've also tried searching the options for an enable console checkbox but couldn't find one. Help?

Options -> Advanced Options -> Enable developer console.

Well there was an advanced options.  ::)
