So this has been a problem for a couple days now. I installed yesterday to hop on and play around with my friends, but the game doesn't want to launch. It shows I'm playing in my friendslist for a short time before reverting to just being online. I've verified Source SDK Base 2007, uninstalled and reinstalled it, uninstalled and reinstalled GoldenEye, tried running in compatibility mode, as an administrator, reinstalled my C++ redistributable, nothing. Can't find any sort of dump file telling me what my problem is. No error pops up when I try and launch, the only indication it's doing anything is my friends list picking up that the game is running for a couple seconds. I've been googling the problem and any kind of variation I can think of since yesterday and I can't seem to find anything to help.

Try installing the 32bit version of Microsoft's 2012 Visual C++ Redistributables (https://www.microsoft.com/en-us/download/details.aspx?id=30679) you need the 32bit version of this even if you are on an x64 operating system.
Try verifying the integrity of your tool cache for Source SDK Base 2007, right click on it in your Steam library, go to properties > local files and verify integrity.
Try reinstalling Steam, to do this follow this guide: https://support.steampowered.com/kb_article.php?ref=9609-OBMP-2526
