Allow the progress bar functions to draw information on spectators' screens
Hi,
I've not been able to use these functions to draw survivor counts on eliminated players' screens in DAD mode (http://forums.geshl2.com/index.php/topic,7378.0.html).
All the functions which can draw information on spectators' screens can only draw temporary HUD information and the drawn information cannot be updated when it is being displayed.
To keep eliminated players' survivor counts up to date I will have to make the DAD mode script tell GE:S clients to redraw their survivor count every second.

I considered enabling this, the only problem is the bars might be positioned where the spectator bars are shown which would make things ugly.
Might be worth a test to see what it looks like.
Scenarios could also see if a player is in "observer mode" which is when the bars are visible on the screen. Once there they could re-init the progress bars to position them in the middle of the bars.

I would also appreciate this for situations where there's a major gamepay focus on a HUD element (such as the countdown timer in CR or the Uplink point distribution in Uplink).
