Title: [Bug] Mapcycle

When my server first starts up, it takes several hours for it to change to the next map.  In my logs, from (server restarted) 1:42am - 5am (server restarted) 5am - 3:19pm, it remained on archives.  This only happens on the first map when the server starts.  I have tried UMC and mapchooser and they both have the same problem.  I think this is a ges bug.

This is not a GES bug.

The server doesn't enter the running state until a player joins. Happens on all source games.

I haven't noticed this until 4.2.  If I start the server, and it's populated and then they leave, are you saying because people joined, the running state has been set?  I'm not sure if I buy this.  The server should cycle maps right when you start it.
