i chose this option in the console yet i'm still seeing blood? is that normal?

I dunno I never used it before I just found it in the client console command list. No guarantees

Try turning off all the violence settings.

Note, I did once, and I couldn't get them back on...

I looked in the code, even turning off the violence settings will not turn off the blood. You're best bet is to replace the decals for the blood with transparent ones.

but this might be disabled since TF2.
If it doesn't work with GES beta 3, try something on EP1 engine.

I don't want to argue personal values, but why would one want to turn off the blood and violence?

I wondering why you should turn of the blood. Your reason are your parents. They don´t allow yout to play it ?. mhm. strange. however.

I am sure there will be a easy way to turn the blood of. ( In BETA 4. )

BTW  : Why does all the reales call BETA, and not Gamma, Episolon,..... ?
