Is the steam client update from last night the update the devs were waiting for? If it is or isn't does it effect the release of 3.1 in anyway???

But isn't that update for server host only?

it was about feb 16th that valve released updates that broke all orangebox mods and some officially supported mods using steamworks.
some of valves code for servers became incompatible with mods, so over the 17 days it took them to release the fixed orangebox dedicated server people found a way to allow servers to work by releasing hackish patches to overwrite the new files.
with the release of the "orangebox" server update it repaired all things that were broken.
the issue involving the steam.inf non-withstanding and has to do with the awkward way steam works and lists servers, thats a problem with the mod that will be fixed next version.
so really nothing is stopping them from releasing 3.1 other then them working out and fixing bugs and features for the release.

We are working towards getting v3.1 out the door shortly. Some final fixes and tweaks are still being worked on.
-
Any specific timeframe for when that will be?

As soon as possible, from where we are at which is basically last minute testing so the changes are 100% guaranteed. That has always been the goal and still is so.
