Having some issues

I am having some issues with installing the game, i get told that no servers are available for source sdk base 2007 even though i have tried reconfiguring servers. Is there a way to download without steam, the game itself is installed and steam is working, its just the sdk im having issues with.

Don't use the Steam server browser, use the one in GE:S. Make sure that "Check map list" is unchecked.
