Title: Windows GE:S server setup?

So I found the server patch on the downloads page but how do I set it up in windows I checked the wiki and there is nothing under the server set up link. I don't have another pc to run linux on otherwise I'd just get the tar.gz Full file.

what the f do I do ? the create a server doesn't have enough options for me and my friends and just cycles maps after the round theres also no voting or anything if anyone has some links that'd be great
