Can create normal maps from height maps, photographs, and more. Has a bunch of tools related to creating maps from 2d sources. It has more options and flexibility for tweaking the maps than xNormal does, and is incredibly easy to use. Currently in a beta that is free for everyone. May be sold sometime in the future.

Can I make them into VTFs and use them in source maps?

You do that in photoshop with the vtf plugin. Up until it gets converted to vtf at the very end, I always use targas.
