I think we can only use up to directx 9 for the source engine.

Most games still stick to DX9 anyway. I guess this is because even if they're using DX10 or 11 they need to offer DX9 as well to have a wider audience.
Also consoles are blocking graphical progess a lot in this generation.
Allmost every multiplattform title is developed for either xbox or playstation and ported to PC.
