Pretty much you call them, wait for the tone, then complain about Liberty City.

If your call is funny enough, they get the rights to use it in GTA IV.

I have a feeling anyone here could win easy enough. They will have a bunch of 12-13 year olds calling in, and saying stupid shit, so your chances are probably ample.
