Title: 4.2.3 RC1: GEUtil.PlaySoundTo() isn't dimming the music.

I want to use this (http://www.freesound.org/people/ejfortin/sounds/49685/) sound effect as DAD mode's resurrection sound.

The latest GE:S version isn't dimming the music when this .wav sound effect is played.

Good find! I fixed this, and some other sound issues in the C++ code.
