Video lag issues

General video lag issues. jumpy fps. even on menu screen. the game lags behind mouse movements. unable to play like this.
Ive changed many of the video setting back and forth but nothing seems to work.
runnning windows 10 my computer isnt a walmart pos, other games run fine. this game tho....

Could you be a bit more specific please? The possible problems range from what server latency you're achieving, to many other variables.
