How to use the engine_no_focus_sleep command?

The engine_no_focus_sleep convar controls the amount of time the engine sleeps per frame when the game is not in focus but it doesn't seem to be implemented in Goldeneye Source? Is there a way to enable it or will it be added with the SDK 2013 build?
