4.2.4 End Round Bug

I have seen this happen countless times. The round timer will expire and the round will not end....it's like delayed by 30 seconds. It happens on all gamemodes. I am sure that i am not the only one to expierence this.

Yea, we've all seen this happen many times.  I can vouch that it has nothing to do with SourceMod.
