API Suggestion: Allow radar contacts to be added to a particular side's radar

Hi,

Mode scriptors could use this new functionality to help a side by showing them where an entity is on their radar or what its state is, without giving this information to their enemies.

In DAD mode I would like to be able to make the RE radar objective icons for a side's resurrection entities become yellow when these REs are being used but I don't want the side's enemies to see this.

A good suggestion, however I would have to completely rework how contacts are stored, transmitted, and displayed. Unfortunately this won't make 4.2.3 but it might be a good add to 4.3
