Engine Error prevents GE:S from starting

After installing 4.2.1 from scratch and verifying Source SDK 2007, I always receive this error upon launching:

MountFilesystem( 421 ) failed:
SteamMountFilesystem(5944,421,0x1a19f9b8=,0x1a19f8a8) failed with error 5: No Steam Content Servers are available

I don't know what it means but I have never gotten past this message. Another site implied that HL2:ep2 was required to play this mod, but I saw no mention of it on this site. Anyone else run into this?

major:
-Exit out of STEAM completely
-Go into the sourcemods folder
-Go into GE:S folder
-Find the file named gameinfo.txt
-Open that file and delete the sentence
"AdditionalContentId 420"
