there are a large number of online Source communities to try to cull talent from, such as hlfallout.com, interlopers.net, moddb.com just to name a very scant few. sometimes You can find talent for individual development areas on their respective sites too, like modelers at cgsociety.org

Thanks for letting me know Sean. That's good in the type of controls I want to implement in a mod. Also, is it possible to create your own unique controls for a specific mod?

Awesome, that's good to hear. Thanks for telling me that. Sounds like you can create just about anything with the right tools. The next question I have might sound awkward, so I apologize if it is strange. Can you get the realism to that if a character with long flowing hair looks down with their weapon, that their hair would be visible in the eyes of that character? Also, say if something is covering one of the eyes, is there a way to make it seem like it is? Again, I apologize if these are awkward questions.

It's difficult to pull those things off because your looking with your own two eyes, into a screen from your character's first person view. So say if you did something to cover half of the screen, it might seem odd. Of course it would be interesting to see what it would look like.

Another question. Where is a good place to start a website/forum for a Mod? Also, what is a good program to get models from games (PC, PS2, etc.)? I'm sorry if this offends or annoys you.

for a website, you'll need a domain name (your web address) and some online webspace. you can buy packages for only a few $ or £ per month with enough space and traffic allowance to get you started.
A forum is then uploaded onto the webspace, and then installed - this is the easy part, it's all step-by-step.
examples of forum software: phpBB, SMF, vBulletin (not free)
