Set it to 0 as a test to see. BTW you must restart the server after you change a setting.

im not that dumb... i have never liked valves server set up so right now my server is full of bots and its set to one and i have to shut the server off to be able to join... grrrr.. So far i have been doing more work on my server then playing the game kinda is pissing me off
