No public hacks have been released, I'm pretty sure of that, However, Coders can easily code their own hacks for the game.

Sorry for the bump, but there has been one public hack released called "MatHack for GoldenEye: Source"

That hack doesn't work in Orange Box games (which v3+ is on) as far as I know...
