What Does the New Health Care Law (PPACA) Mean to Me?

'can't find him' means more often than not 'they have no clue who it actually was' - so how can they contact his family about it?
Of course, rape often leaves behind traces of a fight, but then again I heard there are victims that are too scared to fight back or are forced on another emotional level. This means it's rather hard to decide if a particular case was actually rape. Sure, you can claim that the usual suspects who would ask for an abortion every month (because they're too lazy to use condoms or something else) couldn't abuse this rule, but you could also say there's an free abortion limit per year or whatever - which really doesn't sound that good if you think about it. : /
Just saying: over here in Germany people get "Kindergeld" which basically is financial support for their children based on how many children they have, so there's folks that just keep producing children instead of trying to find some place to work at, which of course means the children aren't properly taken care of as well. So I'd rather support someone saying "oh, something went wrong" or even "this time I really got too drunk and it just happened" than these people.
If we're talking money and sense you could also handle it like this: everyone wanting to get an abortion gas to pay a part of it themselves. Even if this part isn't the full price, it could be enough to encourage people to use pregnancy prevention methods because it'd be cheaper for them.
