Looking for a Photoshop Plugin

Some time ago I found a link (possibly here) to a plugin for Photoshop which took an image with transparency and extended the solid areas out using the blended colours of the outermost solid pixels. The idea was to cut out an image and spread the outer colours out so that when saved as a 32-bit TGA it didn't have any white/otherwise fringing. Does anyone remember this or know of a similar tool?
