starting new online server

If the server doesn't show up on LAN and it won't add in favorites, but it does see it what does that mean?  Can I not play on the same computer I have the server on?

I finally put my computer in DMZ on my router and could see it when looking at all Steam servers.  I turned on port range forwarding for 27000 to 27050 and it stayed working after I took it out of DMZ.  Now I just need to figure out how to control the server from inside the client.  Then onto the mod fun.  I thank you all for your help and really this is awesome.
