Proxie:
1) verify your game cache, right click game > properties > local files > view integrity of game cache

2) search for duplicate filesystem_steam.dll or steam.dll files

3) what kind of programs are you running in the background?

If GE:S is not the only game affected then it is a problem unrelated to GE:S. The problem lies within your installation of Steam. All I can recommend is completely uninstalling Steam and then reinstalling it.

If that fails then contact Steam Support because you're asking in the wrong place here.

Plus I can't take you seriously because of how you type.
