Well the cheapest game that will allow you to play GE:S is Half-Life 2: Deathmatch, you can buy it on steam for $4.99.
Heres a list of games that will give you the SDK:
* Half-Life 2
* Half-Life 2: Episode One
* Half-Life 2: Episode Two
* Half-Life 2: Deathmatch
* Counter-Strike: Source
* Team Fortress 2
* Portal
* Day of Defeat: Source
* Left 4 Dead
* Left 4 Dead 2
Unfortunately the free versions of HL2:DM do NOT come with the SDK.

There's no way to get this working with only the Alien Swarm SDK.
You'll always need Source SDK base 2007 to run mods based on the Source Engine 2007.
Maybe it would work if the mod was exclusively compiled on the Alien Swarm SDK, but this is not an option for us (i guess).
Not only the code would have to be rewritten again, also we don't know exactly if valve cut out important things from the source code we would need for GES.
Also i doubt that ppl who don't wanna spend $5 for a game to be able to play hundreds of mods would be playing GES for a long time.
Hell, i even bought TF2 just to be able to play a certain mod on Orangebox engine back in the days when there was no SDK base 2007.
