The icon isnt installed into C:\Program Files\Steam\steam\games so when right click "create shortcut" it gives a blank shortcut.
For those that want to fix themselves go to gesource\resource and copy game.ico into the above mentioned folder then rename to GoldenEye: Source (Beta 4)
