Ok.

First of all make sure you meet the system requirements.

Minimum: 1.7 GHz Processor, 512MB RAM, DirectX® 8.1 level Graphics Card (Requires support for SSE), Windows® Vista/XP/2000, Mouse, Keyboard, Internet Connection

Recommended: Pentium 4 processor (3.0GHz, or better), 1GB RAM, DirectX® 9 level Graphics Card, Windows® Vista/XP/2000, Mouse, Keyboard, Internet Connection

You need a program called Steam and an account for it. (this is free)

You then need to own a Source engine game on that account. If you own a Source engine game on Steam then you will have Source SDK in your Steam tools tab

You then need to have Source SDK Base - Orange Box installed in Steam.

Then you need to download Goldeneye: Source Beta 3.1 and follow the installation instructions.

Then all you need to do is restart Steam and Goldeneye: Source will be in your Steam games list and available to play.

A big part of getting help is telling us how it's not working...
Though the above should get things rolling for you. Just be certain that you download the FULL.exe first. (When you get to that step.)

alright this is what i did so far a purchased half life 2 for 20 dollars i have steam downloaded im now downloading the orange box and goldeneye beta 3 is downloaded but all i see is files for it its not in my games tab on steam and try to add it but its just a folder with files in it this is my problem

Is the folder named gesource? If so you just need to put it in your C:\program files\steam\steamapps\sourcemods\ folder and then restart Steam.

yes it is and i did that im still waiting for orange box to download can this be the problem? its almost done now

actually its named  gesource_beta_314_patch  should i change it to just gesource?

well before you said gesource_beta_314_patch, which would be the patch.

But all you should need todo is:

-install Steam
-install a Source Program (you said hl2, that will work)
-download Source SDK Base Orange Box
-install the FULL version of GE:S (should be ~505MB)
-restart Steam, and it will be on the games tab.

alright heres my new problem the game is now in my gamt abs list but when i lunch it goes to the goldeneye soucre screen its blue with a gun then after that it turns black and nothing happens i dont know if its freezing or what

Start "Source SDK Base - Orange Box" first, let it load to the menu screen, then quit the game. Then start GE:S and it should be fine

it also happens witht he black screen when i open orange box but not half life 2 works fine expect i got a box that pops up and says your video card does not appear in our database

Upgrade your video card drivers, NOW. If that doesn't work, get a new video card.

how do i update my drivers i got a brand new dell laptop studio only acouple months old? where can i update my driver

Not that i want to sound condesending (i dont im just REALLY tired)...

...but the manufacturers website might be a good place to start.
