custom sounds

Why cant i get my server to download any kind of sounds from it?????? and i have these both set to 1

// Allow clients to download files
sv_allowdownload 1

// Allow clients to upload customizations files
sv_allowupload 1

Try adjusting net_maxfilesize to the combined size of all of your files (maximum is 64 Mb).

nope nothing still wont work. in tf2 or l4d i dont have any trouble with this.
