My brother has Half-Life 2:Deathmatch but no Source SDK Base

My brother has Half-Life 2: Deathmatch but no Source SDK Base available in the 'Tools' menu in Steam.

I think he may have gotten Half-Life 2: Deathmatch for free, is this why? If so, is there any way around this or does he just need to buy it for £2.99?

Yes, free offers do not include the SDK.

No way around, you must buy a source based game :/

I just wondered as I myself received Half-Life 2 as a free voucer code years ago when i bought a ATI Sapphire Radeon 9600XT and I can download all the SDK's and also got Counter Strike: Source for free and others too and Goldeneye Source works just fine for me...

If my brother buys the Half-Life 2: Deathmatch for £2.99 off Steam will he then be able to download the SDK's and play Goldeneye?
