It was probably drawn, then mirrored, to ensure proper comedic effect.  Since domestic comics run left to right, you need to show the Russian soldiers, and then Bond as the punchline.  Do it the other way and it's less funny.

If you flip the image then bond would be correct but it would both russians are left handed then.
