ge_startarmed 2 and 3 give the players guns on start.

2 gives the player a gun and a knife.

3 gives the player a slap and a knife.

(0 gives only slap and 1 gives only knife.)

Lol what? Those settings are ok for the server. Unless if you know the better rates lol

Look again.  Your maximum is lower than your minimum on command rates.

I haven't inspected your server and have no information on its service so I cannot advise rates.
