Well, it's between 0.5% and 1% of 100mb. Not a big change. But I guess it is for a 1mb connection... 50% to 100% :P. Plus, you need to consider what kind of bandwidth you have, and what's the peering of your operator. Those two values will impact alot the ping of the players.

The thing is we are not talking about average bandwidth but peek bandwidth. You can play with more but it wont be a nice experience.

Angeal:
a 10mb download means nothing when hosting a server...it is the upload that matters. ^^
1mb would be fine for about 15 people.
I managed to host a 28 slot server, 66 tick no problem on my pc running as a server at home (Q6600, 6gb ddr2ram 800mhz, 1.3mb upload.) Just means you cant download etc. :P
