mp_restartgame command unknown?

Hi guys,
I have the rcon to a server and i've played around and have set up team deathmatch, HOWEVER i cant restart the round.

when i type:

rcon mp_restartgame 5   

i get:
Unknown command "mp_restartgame"


Can you tell me how to rectify this please?

Doc.NO:
There are no round in BETA 1.1. So "mp_restartgame" is not a command.
