The color of the VGUI elements (non-background image) are still the old ones and will be updated to a more folder-like appearance for v4.2

Awesome! :D

The background seems like a black-and-white image, with the white and gray replaced by a folder-like color. What I meant with the above image was suggesting (just a suggestion) the folder color of the background to be more like the green color of the N64 menu. (not replacing the background image)

And then it hit me:

i think the menu itself looks really good by itself without any changes the only thing i would like to see changed is the menu music lowered a bit...i always have the put the volume lower everytime it loads...apart from that it looks good

another suggestion can be another menu called Extras which has the GE Source Intro videos and Credits (it might give it a more distinctive look again its just an idea) it might be hard to program so nevermind

To sort out the music issue, go to Start Menu, Control Panel, Hardware & Sound, Sound, click on Communications tab, select "Reduce the volume of other sounds by 80%". Then click OK. Fixed the issue for me, everything sounds levelled.
